The levee breaks under Mara Velez's feet, and the town of Pellam goes under.
Called in to help sandbag a refinery town, structural engineer Mara Velez and her Labrador, Atlas, are on the levee when it gives way. Within hours the Flats are a drowned grid of rooftops and attics, and Mara and Atlas are working them by boat with a game warden who knows every sunken street.
But the houses a private security firm swears were evacuated are not what they seem. An old chemist Mara pulls from an attic noticed who was taken away before the breach: every one of them worked the night side of the plant's wastewater unit. Now the floodwater carries something worse than mud, and Atlas is the one wading through it.
