When the wind drops on Tolonga, Chief Doran finds the tents at the Lolu hospital compound still standing. The ground under them is the problem. The graded pad is taking in water from below, the walkways stay flooded after the rain stops, and the surgeon, Halloran, needs his sterilizer, his lamps, his blood refrigerator and his ward blowers kept running, all of them on one generator.
The only road is losing its coral surface into the swamp, there is no crusher left to make more, and rifles fire across the flat whenever a truck bogs down. With Phelps's pumps, Vickery's level and very little else, Doran's crew has to keep a surgery working on ground that has stopped holding anything up.
